Dear Customers,
On April 2, 2025, Eastern Time, the White House issued two consecutive presidential executive orders that may significantly impact cross-border trade between China and the United States. Our policy research team has conducted a professional analysis of the relevant documents, and we are now sharing the core content as follows.
Executive Order 13815, titled “National Economic Security Emergency Act,” was announced by U.S. President Donald J. Trump under the authority of the International Emergency Economic Powers Act. This order includes the Domestic Supply Chain Act, which aims to strengthen the review of supply chains for strategic industries such as semiconductors and rare earths. Additionally, the Tariff Adjustment Plan will impose a special tariff of 34% on imports from China starting at 12:00 PM Eastern Time on April 9, 2025. When combined with existing tariffs, the overall tariff level will reach 54%.
Executive Order 13816, titled “Revision of the De Minimis Exemption Policy,” makes significant amendments to Section 321 of the Tariff Act of 1930. Effective from 00:01 AM Eastern Time on May 2, 2025, the $800 de minimis exemption for imports from China will be eliminated. The tariff assessment standards during May 2025 will be based on 30% of the declared value or $25 per package (whichever is higher). Starting from June 1, 2025, the minimum assessment standard will be increased to $50 per package.
